A bill to prohibit the procurement of goods and services by Federal agencies from Japanese sources, and for other purposes.

Prohibits any Federal agency, for ten years after enactment of this Act, from contracting for the procurement of goods or services from Japanese sources. Provides for the waiver of such prohibition with respect to an individual procurement if the President or the head of an agency determines it is in the public interest.
