Authorizes the Secretary of Agriculture to make competitive research grants to: (1) develop a statistical framework to measure the extent to which microbiological and chemical agents in agricultural products pose human health risks; (2) identify such agents; and (3) devise appropriate testing and control procedures.
Creates a peer review committee to evaluate grant applications.
Requires the Secretary to report to the appropriate congressional committees no later than one year after enactment of this Act, and annually thereafter.
Authorizes FY 1988 through 1992 appropriations.
