Prohibits the Secretary of Defense from selling or otherwise transferring the AEGIS weapon system (or any part of such weapon system) to Japan unless the President makes a written certification to the Congress that: (1) the system would be afforded protection from compromise to espionage or "reverse engineering" in a manner no less stringent than the protection provided such system on ships of the U.S. Navy; and (2) such sale is the only means of increasing the number of AEGIS-equipped ships stationed in Japan that is acceptable to both the United States and Japan.
