Directs the Secretary of Transportation to issue regulations for the selection of the safest routes for non-nuclear hazardous materials transportation.
Mandates that such regulations prescribe a risks-analysis formula for each proposed route and for risks presented by transported materials, especially toxic gases and vaporous liquids. Prescribes the contents of such regulations.
