Cable Television Consumer Protection Act of 1987 - Amends the Communications Act of 1934 to establish the Cable System Service Standards Task Force to: (1) investigate the levels of service personnel and the maintenance and billing practices required to ensure that customers of cable systems receive adequate responses to complaints regarding defects in cable service; (2) determine how different combinations of personnel and maintenance and billing practices will ensure such adequate responses; and (3) publish guidelines for use as minimum standards by cable franchising authorities.
Requires the Task Force to report its recommendations and conclusions to the President and to each House of the Congress within one year of the date of initial appointment of its members. Provides that the Task Force shall cease to exist 30 days after submitting its final report. Authorizes appropriations.
