Amends the Federal Land Policy and Management Act of 1976 to authorize the issuance of rights-of-way on public lands for the construction or operation of a non-Federal system for the generation of electric energy if consistent with the purposes for which such lands are reserved or managed and with applicable management plans. Requires the issuance of a right-of-way prior to construction and operation of such system.
Directs the appropriate Secretary (the Secretary of the Interior for public lands, the Secretary of Agriculture for National Forest System lands) to provide for public participation in processing proposed rights-of-way.
Requires the Federal agency or agencies with jurisdiction over the surface of the lands to prepare any necessary environmental impact statement under the National Environmental Policy Act of 1969. Authorizes the appropriate Secretary to collect funds from the applicant to cover the costs of such statement.
