A bill to recognize the Cabinet status of the Administrator of the Small Business Administration.

Expresses the sense of the Congress that the Administrator of the Small Business Administration should be designated by the President as a member of the Cabinet and as the principal advisor on small business matters. Upgrades such position to level I of the Executive Schedule.
