National Narcotics Act of 1987 - Establishes the Office of Director of National and International Drug Operations and Policy to plan and coordinate drug enforcement efforts of the Federal Government. Requires the Director to report to the Congress on U.S. policy with respect to illegal drugs.
Authorizes appropriations for FY 1988 through 1992.
