Directs the President to support multidisciplinary research concerning man's impact on global change. Requires the President to report to the Congress on current Federal scientific activities that are components of such research and to report a plan to implement a National Global Change Program which identifies research objectives, domestic program management, and international scientific cooperation. Directs the President to establish a Commission to make recommendations on the international component of such Program. Requires the President to report to the Congress on January 1, 1992, and then annually for five years.
