Rural Crisis Recovery Program Act of 1987 - Amends the Rural Development Act of 1972 to direct the Secretary of Agriculture to provide grants for educational, retraining, and counseling assistance to farmers and rural families who have been adversely affected by the current rural economic crisis.
Includes the following services among such assistance: (1) clinical outreach counseling and crisis management assistance; (2) financial planning; (3) vocational counseling and job search assistance; (4) literacy skills training; and (5) tuition and educational assistance.
Encourages the Agricultural Extension Service to work with State, local, and nonprofit organizations to develop a comprehensive grant plan.
Terminates grant authority on December 23, 1990.
