A bill to restrict transfers of STINGER missiles to foreign military or paramilitary forces.

Prohibits the transfer of any Stinger air defense guided missile (or any other man-portable ground-to-air missile with comparable advanced technology) to any foreign military or paramilitary force.

Excepts from such prohibition transfers of such missiles to: (1) the North Atlantic Treaty Organization (NATO) or the armed forces of a member nation; (2) the armed forces of a country designated as a major non-NATO ally under the National Defense Authorization Act of Fiscal Year 1987; and (3) any other nation as specifically authorized by the Congress.
