Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency to study and report to the Congress on the necessity of regulating the generation, transportation, treatment, storage, and disposal of any infectious or pathologic waste, including a determination of types and characteristics of such wastes requiring regulation to protect human health and the environment.
