Amends the Federal Trade Commission Act to authorize the Federal Trade Commission (FTC) to prevent unfair or deceptive acts or practices by air carriers.
Directs the FTC to promulgate a rule defining acts or practices in advertising by air carriers which are unfair or deceptive.
Requires the FTC and the Secretary of Transportation to enter into a written understanding which defines the role of the FTC with respect to unfair or deceptive acts or practices involving air carriers.
