Coastal Resources Restoration Act - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 and the Federal Water Pollution Control Act to authorize the use of environmental improvement projects in conjunction with civil penalties or other appropriate relief when such projects are appropriate and would not compromise long-term enforcement policies.
