A bill to prohibit the importation, manufacture, transfer, and transport of handguns.

Amends the Federal criminal code to prohibit the importation, manufacture, transfer, and transport of handguns (except by members of the armed forces, by law enforcement officers, and as authorized by the Secretary of the Treasury).
