A bill to direct the Director of the Office of Technology Assessment to prepare a report regarding hazardous waste reduction and management; to direct the Administrator of the Environmental Protection Agency to prepare a hazardous waste reduction and management plan; and for other purposes.
Hazardous Waste Reduction and Management Act of 1987 - Requires the Director of the Office of Technology Assessment to transmit within two years to the Administrator of the Environmental Protection Agency a report regarding hazardous waste reduction and management, including; (1) existing hazardous waste streams; (2) storage, treatment, and disposal technologies; (3) releases; (4) at-sea incineration; and (5) the impact of land and water transport.
Directs the Administrator to prepare and transmit to the Congress, within three years of receiving such report, a hazardous waste reduction and management plan which has been the subject of public participation and comment.
Prohibits the issuance of at-sea incineration permits until final regulations and recommendations coming out of such report and plan are in place.
