Relieves a named individual of liability for unpaid Federal income taxes for the taxable years 1962 through 1966, together with fines and penalties. Authorizes and directs the Secretary of the Treasury to pay to the individual any amount paid by or withheld from him regarding such unpaid taxes, fines, and penalties.
