A bill to amend the Airport and Airway Improvement Act of 1982 to require that at least 10 percent of businesses that sell food, beverages, printed materials, or other consumer products to the general public at each airport receiving Federal assistance be owned and controlled by minority business enterprises.

Amends the Airport and Airway Improvement Act of 1982 to prohibit the approval of any project grant application for airport development unless the Secretary of Transportation has determined that at least ten percent of all businesses which sell consumer products at such airport are small businesses owned and controlled by socially and economically disadvantaged individuals.
