Directs the Secretary of the Army, acting through the Chief of Engineers, to conduct a research program in, and demonstration projects for, methods for the management and control of aquatic plants in the various ecosystems common to the United States, including Lake Okeechobee, Florida.
Directs the Secretary to submit a plan to the Congress and an annual report to the Congress and the head of each Federal agency.
Authorizes appropriations for FY 1988 through 1990.
