A bill relating to the customs treatment of motor vehicles fabricated in foreign trade zones with foreign-made parts.
Fair Practices in Auto Trade Act - Requires the customs officer to determine whether each imported motor vehicle is an excess foreign content vehicle. Requires the importer of record of such vehicle to provide the customs officer such documentation as may be required to enable him to make such determination.
Provides for the duty treatment of excess foreign content motor vehicles that are imported from a foreign trade zone.
Requires, in the administration of voluntary restraint agreements that limit the number of imported automobiles during a period of time, any motor vehicle that is an excess foreign content vehicle and was fabricated in a foreign country that is located in a foreign trade zone to be treated as a product of such country.
