Amends the Administrative Procedure Act to redefine an "adversary adjudication" for which the prevailing party may be awarded fees and other expenses to include proceedings for violation of provisions related to the export of goods and technology to controlled countries. Authorizes such party to appeal such award to the U.S. Court of Appeals for the Federal Circuit.
