A bill to amend section 504(b)(1)(C) of title 5, United States Code, to provide that a proceeding conducted under section 13(c) of the Export Administration Act of 1979 shall be an adversary adjudication with respect to which fees and other expenses may be awarded.

Amends the Administrative Procedure Act to redefine an "adversary adjudication" for which the prevailing party may be awarded fees and other expenses to include proceedings for violation of provisions related to the export of goods and technology to controlled countries. Authorizes such party to appeal such award to the U.S. Court of Appeals for the Federal Circuit.
