Amends the Congressional Budget Act of 1974 to provide for a reduction in the pay of Members of Congress if the Congress fails to complete action on a concurrent resolution on the budget.
Makes it out of order to consider the legislative branch appropriation bill if the level of funding in such bill exceeds 90 percent of such funding for the preceding fiscal year and if by October 1 the Congress has not adopted a balanced budget.
Makes this Act effective for fiscal years beginning after September 30, 1991.
