A bill for the relief of the city of Minot, North Dakota.

Relieves a city in North Dakota from liability for repayment of a specified sum associated with excess capacity of the Minot Pipeline resulting from enactment of the Garrison Diversion Unit Reformulation Act of 1986 (Public Law 99-294).

Requires such city to reimburse the United States for such excess capacity ever actually used.
