A bill to prohibit the Secretary of Defense from entering into contracts with the Toshiba Corporation and Kongsberg Vapenfabrik.
Procurement Responsibility Act of 1987 - Prohibits the Secretary of Defense from entering into a contract with: (1) the Toshiba Corporation (or any of its affiliates or subsidiaries); or (2) Kongsberg Vaapenfabrik.
Waives such prohibition if the Secretary determines that a product of such corporation is needed, that it cannot be obtained elsewhere, and that the national security of the United States would be harmed unless the product is obtained from such corporation. Directs the Secretary to notify the Congress no less than 30 days prior to exercising such waiver.
