Amends the Controlled Substances Act to establish recordkeeping and reporting requirements for the distribution, sale, and importation of ephedrine, pseudoephedrine, norpseudoephedrine, phenylpropanolamine, ether, and hydriodic acid. Prohibits the distribution of such substances unless the recipient provides proper identification.
Establishes exemptions from such requirements: (1) for the distribution of such substances between agents or employees within a single facility; (2) for the delivery of such substances to or by common carriers; or (3) where the Attorney General determines that such requirements are not necessary for the enforcement of this Act.
Establishes criminal penalties for the unlawful possession of such substances.
Makes violations of the recordkeeping and reporting requirements of this Act criminal violations.
