A bill to require the Secretary of Health and Human Services to make grants to local governments for demonstration projects to provide respite homes and other assistance for infants abandoned in hospitals, and for other purposes.
Abandoned Infants Assistance Act of 1987 - Directs the Secretary of Health and Human Services to make grants to local governments to support projects to: (1) demonstrate methods of providing incentives to encourage families or qualified community-based organizations to provide foster care for infants abandoned in hospitals, particularly infants with acquired immune deficiency syndrome (AIDS); and (2) train foster care personnel and other appropriate individuals to provide for the special needs of infants exposed to drugs and infants with AIDS.
Directs the Secretary to make grants to local governments to support the establishment of respite homes for infants abandoned in hospitals, including infants with AIDS. Gives priority for such grants to local governments with jurisdiction over areas in which there is the greatest need for such homes.
Sets forth grant application requirements.
Directs the Secretary, within six months after the enactment of this Act, to report to the Congress on: (1) the number of infants abandoned in hospitals in the United States and the number of such infants with AIDS; (2) the annual costs incurred by Federal, State, and local governments to provide housing and care for such infants.
Authorizes appropriations for FY 1988 through 1990.
