Dairy Export Incentive Program Amendments Act of 1987 - Amends the Food Security Act of 1985 to allow for the use of generic certificates in the dairy export incentive program.
States that if such certificates are exchanged for dairy products, such products (or an equal amount of other dairy products) must be exported.
