Designates the following lands in Virginia and West Virginia as components of the National Wilderness Preservation System: (1) the Rough Mountain Wilderness Area in the George Washington National Forest; (2) the Rich Hole Wilderness Area in the George Washington National Forest; (3) the Barbours Creek Wilderness Area in the Jefferson and George Washington National Forests; (4) the Shawvers Run Wilderness Area in the Jefferson National Forest; (5) the Lewis Fork Wilderness Area in the Jefferson National Forest; and (6) the Mountain Lake Wilderness Area in the Jefferson National Forest.
Repeals an air quality study required for items one through four above under the Virginia Wilderness Act of 1984.
