A bill to amend title 10, United States Code, to require the Secretary concerned to notify Congress whenever a progress payment is withheld under a contract in excess of $1,000,000.

Amends Federal armed forces procurement provisions to require the Secretary of the military department concerned to notify the Senate and House Armed Services Committees whenever a progress payment is withheld under a defense contract in excess of $1,000,000. Requires such report to be submitted within 30 days of the withholding of the payment, and to include the reasons for such action.
