Establishes the Special Commission on Civil Service Policy, Compensation, and Benefits to study the history and development of the Federal civil service system since its inception, and to make recommendations on methods for ensuring its continued high level of performance or providing for its further improvement. Directs the Commission to consider certain aspects of: (1) the civil service retirement and disability system; (2) pay and benefits for employees under the civil service system; (3) Federal personnel practices; (4) the labor-management relations system for Federal employees; and (5) such other matters as considered appropriate.
Requires the Commission to make a final report to the President and the Congress not later than ten calendar days after the 101st Congress assembles for its second session. Terminates the Commission 90 days after the submission of such report.
Requires the President, not later than 90 days after receiving such report, to submit an evaluation of the findings and conclusions in such report to the Congress, together with recommendations.
Authorizes appropriations.
