Extends Interstate Commerce Commission jurisdiction to transportation provided: (1) within any municipality adjacent to the international border between the United States and Canada (or within any municipality contiguous to any such municipality); or (2) by a motor carrier owned, controlled, or domiciled in Canada, if such carrier operates within a zone which lies within the United States and includes land of the United States and Canada.
Directs the Commission to employ specified personnel for assignment at border crossings between the United States and Canada for law enforcement duties regarding motor carriers engaged in commerce between the two countries.
Authorizes appropriations.
