Securities and Exchange Commission Authorization Act of 1987 - Amends the Securities Exchange Act of 1934 to authorize appropriations for the Securities and Exchange Commission for FY 1988 and 1989.

Requires the Commission to submit semiannual reports to specified congressional committees on system development, implementation, progress, and costs.
