Amends the National Parks and Recreation Act of 1978 to authorize the Secretary of the Interior to construct folk life centers in the Acadian region and to acquire lands to be developed and operated as the Jean Lafitte National Historical Park. Extends the term of the Delta Region Preservation Commission for another ten years, through November 10, 1998. (The Commission is to assist in site selection for a national park in the Delta Region of Louisiana.)
