Overseas United States Citizens' Representation in the Congress Act of 1987 - Provides for representation in the House of Representatives of citizens residing outside the United States by a nonvoting delegate. Requires that such delegate be elected by absentee ballot by citizens who have the right to vote in Federal elections under the Overseas Citizens Voting Rights Act of 1975.
Sets forth eligibility requirements for such office. Requires a commission appointed by the President to determine the procedures and regulations for election to such office.
