Great Lakes Water Level Relief Act of 1987 - Authorizes the Secretary of the Army to temporarily increase the diversion of water from Lake Michigan at Chicago, Illinois, to prevent water damage on its shoreline and others of the Great Lakes during periods of abnormally high water levels.
Expresses the sense of the Congress that the President should enter into negotiations with the Government of Canada regarding specified matters relating to the maintenance of water levels of the Great Lakes.
