A bill to amend titles XVIII and XIX of the Social Security Act to cover the services of clinical psychologists, clinical social workers, and psychiatric nurse specialists under the medicare and medicaid programs.

Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to cover mental health specialist services (which include the services of clinical psychologists, clinical social workers, and psychiatric nurse specialists) under Medicaid and part B (Supplementary Medical Insurance) of Medicare. Directs the Secretary of Health and Human Services to establish demonstration projects examining the feasibility and desirability of including a clinical mental health counselor as a mental health specialist for purposes of Medicare and Medicaid coverage.
