Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to provide that States which are otherwise unable to enforce payment of overdue child support by noncustodial parents must require such parents to perform public service employment sufficient to reimburse the Federal and State governments for the costs attributable to such nonpayment of support.
