Amends the Foreign Assistance Act of 1961 to require the Director of the Trade and Development Program to establish an advisory board which shall include representatives of the Small Business Service Bureau, Inc., the American Counsulting Engineers, and the International Engineering and Construction Industries Council.
Authorizes appropriations for FY 1988 for the trade and development program. Earmarks a specified amount of the FY 1988 authorization for education and training programs for nationals of China. Requires that 50 percent of such earmarked funds be used for education and training programs administered by U.S. small businesses.
