A bill to advance the national prosperity and welfare, to establish a Department of Science and Technology, and for other purposes.
Department of Science and Technology Act - Declares that the purpose of this Act is to promote the advancement of science and technology, technological innovation, technology utilization, and the supply of technological manpower for the improvement of the economic, environmental, and social well-being of the United States.
Establishes the Department of Science and Technology to be headed by a Secretary of Science and Technology, who shall be appointed by the President, by and with the advice and consent of the Senate.
Establishes the following entities within such Department: (1) an Office of Policy, Analysis, and Assessment; (2) a National Technology Board; (3) an Advanced Research Projects Foundation; and (4) a National Bureau of Technology Transfer.
Makes the following transfers to such Department: (1) the National Bureau of Standards; (2) the National Technical Information Service; (3) the National Science Foundation; (4) the National Science Board; (5) the functions of the Office of Science and Technology Policy; (6) all functions, powers, duties, and authorities specifically assigned to the Secretary of Commerce or to the Office of Productivity, Technology and Innovation under the Stevenson-Wydler Technology Innovation Act of 1980; and (7) such other programs and activities as the President may identify and transfer.
Sets forth duties and functions of entities within the department and the general authorities of such department.
Authorizes appropriations for the functions specifically set forth in this Act. Directs the Secretary to recommend to the Congress such additional authorizations of appropriations for FY 1988 and 1989 as necessary.
