Amends the Clean Air Act to prohibit emissions from stationary sources (current law addresses violating emissions from one stationary source) in one State from interfering with another State's ability to attain its national primary or secondary ambient air quality standard. Requires the Administrator to promulgate criteria for determining when emissions from a source or sources in one State interfere with the attainment of air quality standards in another State.
