Amends the Federal Aviation Act of 1958 to direct the Secretary of Transportation to promulgate standards for an airborne collision avoidance system for all civil and military U.S. aircraft within one year after the date of enactment of this Act. Sets forth the design criteria for such a collision avoidance system.
