A bill to authorize the Secretary of State to conclude agreements with the appropriate representative of the Government of Mexico to correct pollution of the Rio Grande.
Rio Grande Pollution Correction Act of 1987 - Authorizes the Secretary of State, acting through the U.S. Commissioner, International Boundary and Water Commission, United States and Mexico (Commissioner), to conclude agreements with the appropriate representative of the Ministry of Foreign Relations of Mexico for the purpose of correcting the international problem of pollution of the Rio Grande.
Specifies that such agreements should include recommendations concerning: (1) facilities that should be constructed, operated, and maintained in each country; (2) estimates of the costs of such facilities; (3) the division of the costs of such facilities between the United States and Mexico; and (4) dates for the beginning and completion of construction of such facilities.
Authorizes the Secretary of State, acting through the Commissioner, to act jointly with the appropriate representative of Mexico and to supervise the planning, construction, and operation of the facilities approved by the Governments of the United States and Mexico.
Requires the Secretary to consult with the Administrator of the Environmental Protection Agency and other concerned Federal, State, and local government officials in implementing this Act.
Authorizes appropriations to fund the U.S. share of the costs of the facilities recommended in such agreements.
