Amends the International Air Transportation Fair Competitive Practices Act of 1974 to reduce from 180 days to 90 days the Secretary of Transportation's aggregate period for taking action upon unfair competitive practices by a foreign air carrier or instrumentality of a foreign government. Cites conditions under which the Secretary is authorized to extend such period for an additional 90 days.
Instructs the Secretary, when considering any complaint or in any proceedings under the Secretary's own initiative, to solicit the views of the Department of Commerce and of the United States Trade Representative as well as of the Department of State (as under current law).
Directs the Secretary to report to certain congressional committees on actions taken with respect to such complaints.
