Directs the Secretary of Defense to include in the annual report to the Congress a review of the Strategic Defense Initiative (SDI) systems, including progress reports on the deployment of such systems.
Encourages the President to begin talks with the Soviet Union concerning any applicable treaty restrictions relating to the SDI systems.
