A bill to direct the President to provide to Congress the entire negotiating record of the Anti-Ballistic Missile Treaty of 1972.

Directs the President to provide the Congress the entire negotiating record of the Anti-Ballistic Missile Treaty of 1972 (ABM treaty) along with other related material.

Requires such material to be submitted in classified and unclassified forms and to include: (1) transcripts of negotiating sessions and meetings of the United States ABM treaty delegation both with and without their Soviet counterparts; (2) memoranda of conversation concerning such meetings; and (3) other documents relevant to the negotiation and interpretation of the ABM treaty.
