A bill to provide that receipts and disbursements of the Highway Trust Fund and the Airport and Airway Trust Fund shall not be included in the totals of the budget of the United States Government as submitted by the President or the congressional budget.
Infrastructure Fairness Act of 1987 - Prohibits the receipts and disbursements of the Highway Trust Fund and the Airport and Airway Trust Fund which are allocable to the transportation-related operations of such Fund from being included in either the Federal budget as submitted by the President, or in the congressional budget.
Exempts such Trust Funds from any general statutory budget limitation.
