Amends the Merchant Marine Act, 1936 to exclude the following types of vessels from the definition of "vessel" for purposes of such Act: (1) any type of vessel designed or intended primarily for offshore oil or gas exploration or development; and (2) any type of vessel, other than a passenger vessel, operated or intended to be operated primarily in inland waterways.
