A bill to amend the Tax Reform Act of 1986 to clarify the study of source rules for sales of inventory property and to provide additional time to complete the study.

Amends the Tax Reform Act of 1986 to provide that the required study of the source rules for sales of inventory shall be conducted by the Secretary of the Treasury in conjunction with the Secretary of Commerce and the United States Special Trade Representative or their delegates. (Present law requires that such study be performed solely by the Secretary of the Treasury.)

Extends from September 30, 1987, to September 30, 1988, the date by which such study must be submitted to specified Committees of the Congress.
