Great Lakes Water Levels Management Act of 1987 - Directs the President to appoint a Great Lakes Water Levels Director to: (1) coordinate the dissemination of information about Great Lakes water levels and emergency relief for persons who suffer economic injury as a result of high water levels; and (2) submit an annual report to the Congress on progress in distributing such information and recommendations for achieving increased cooperation among U.S. and international agencies in addressing Great Lakes water level problems.
Directs the Secretary of the Army to conduct a study and report to the Congress and the President on indicators reflecting the need for changes in the rate of diversion of water from Lake Michigan at Chicago to maintain the level of the lake at approximately the long-term average recorded between 1900 and 1986. Requires consultations with Federal, State, and Canadian officials.
