A bill to extend for 3 years the authorization provided by the State and Local Government Cost Estimate Act of 1981.

Extends through FY 1990 the authorization provided by the State and Local Government Cost Estimate Act of 1981, which requires the Congressional Budget Office to provide an estimate of the cost impact on State and local governments of reported legislation in the accompanying committee report.
